The Incumbent must maintain a high degree of physical fitness and be capable of coping with danger arising from arrests and confrontations with belligerent, intoxicated, threatening, assaultive and/or emotionally disturbed persons. Incumbents will apply skills to de-escalate situations whenever possible and apply force when necessary to establish and maintain control and/or protect themselves and others from injury or death. During active threat situations such as an active shooter the incumbent is required to follow his/her training and take the necessary action to neutralize the threat. The incumbent must maintain proficiency in specialized weapons, equipment and tactics for defending against and/or repelling terrorist’s attacks, active threats, natural disasters, and chemical, biological and/or radiological hazards and all emergency situations. The officer’s proficiency is gained through initial and refresher training and is maintained and demonstrated in drills, simulations, and refresher training as a function of normal patrol and protection duties.
The officer responds to all calls or alarms involving a crime in progress, crimes just discovered, and disturbances; pursues and apprehends persons fleeing from a crime scene; possesses expertise in the use of unarmed defense and offender restraint using the minimum application of physical force and weapon employment necessary as described in agency policy when subduing or disarming individuals such as offenders who resist, forcibly assault, oppose, impede, and interfere with police officers; also other individuals such as persons involved in family disputes, or persons disrupting normal working conditions.
Incumbent takes charge of crime scenes or accident scenes and restricts access to persons required on the scene. The officer must analyze facts quickly in order to identify suspects or witnesses and develops case information for use in pressing charg.es and bringing suspects to trial; seeks, detects, gathers, and protects evidence; takes statements from witnesses; interrogates suspects; clarifies conflicting statements; makes arrests; transports arrested persons to the Washington County Detention Center, and performs booking procedures. The incumbent provides full support to medical center mental health clinics and programs which expose the officer to daily contacts with suicidal and homicidal patients, patients who are intoxicated, under the influence of drugs or exhibiting other forms of bizarre behavior. The incumbent responds individually or with psychiatric intervention teams to protect persons from injury and restore order when the incident escalates beyond the management capabilities of clinical staff. Often these individuals are creating a disturbance, uncooperative, and combative requiring the officer to use good crises intervention techniques or necessary force to bring a situation under control.
The incumbent is skilled in the use of weapons and carries the Beretta 9mm Firearm, OC Pepper Spray Projector (CIP) and the Expandable Straight Baton (ESB). He/she must successfully complete training to be certified in the proper use of all three weapons and exhibits good judgment in determining the level of force to use, including deadly force.
The Incumbent is responsible for the enforcement. investigation, detention and apprehension of individuals suspected of offenses against the criminal laws of the United States, State and laws and regulations governing security and law enforcement within the Department of Veterans Affairs; the protection of patients, visitors. Employees and property against physical threats and harm; determines the need for and conducts searches to collect and secure evidence and contraband; secures crime scenes and accident and disaster sites. He/she must marinate a working knowledge of the laws and regulations as well as Supreme Court decisions affecting constitutional rights such as the 1st, 4th, 5th, 16th and 14th amendments. The incumbent performs high visibility, vigorous patrol activities that address priority enforcement areas specified by VA, the US Attorney’s Office and police leadership.
